Their argument is that providing quick/responsive solutions for individual projects ends up creating larger issues across the board.<h2>The Core Complaint: Fragmentation and Uneven Play</h2><h2>The main point of Coin Center's statement:</h2>"Relief for individuals is able to provide short-term clarity, but it also introduces a risk of fragmentation between projects, implicit merit regulation, and differing treatment for projects."In other words,One project receives an exception (from regulation) → Other projects receive no exception.Only teams with sufficient resources are able to submit requests for individual project relief.The result is a marketplace that has numerous gaps and is inequitable. Since permissionless and decentralized networks do not have a way to receive exemptions like other companies would do, they have to find other means of getting protection that are available to them. Should the SEC continue to utilize the "case by case" exemption method, actual open systems will be frozen out.What Coin Center is attempting to accomplish with their request to have a formal safe harbor rule developed is to allow them to operate in a decentralized project and use the safe harbor rule without having to beg for a special exemption to do so.<h2>Broader Push: Embed Compliance in Blockchain Itself</h2>Tokenized securities have potential to eliminate traditional intermediaries, such as transfer agents. If issuers take on the responsibility for recordkeeping and compliance using blockchain technology, the need to utilize intermediaries will be significantly reduced. This will save money and enhance efficiency, as well as leverage the strengths of cryptocurrencies. This letter was directed to Chairperson Paul Atkins and Commissioner Hester Peirce and highlighted the fact that they gave a strong indication of support for our exponential growth and expansion at ETHeDnevr through their recent pro-clarity comments. The timing was important because on March 17, the SEC issued its comprehensive guidance regarding the classification of digital assets as a result of the Coin Center's petition for clear regulations and classification of digital assets. Some believe that Coin Center's effort to convince the SEC to provide clear regulatory guidance had an effect on the SEC's decision to make this change towards more clear and broader regulations.<h2>Why This Matters Right Now</h2>For years crypto has experienced “regulation through enforcement,” which is manifested through lawsuits, arbitrary letters, and general uncertainty.
