Ruja Ignatova and her co-conspirators, who are now both international fugitives, offered no legitimate way to gain access to, transfer ownership of, sell, or otherwise utilize the value of OneCoin, their fictional cryptocurrency, for practical purposes. Between 2014 and 2019, through an aggressive multi-level marketing scheme based in Sofia, Bulgaria, they sold the fantasy of OneCoin to more than 3.5 million people in multiple countries at a cost of over $4 billion (over $1 billion of which is likely still owed to victims). Because most victims have not been able to recover any of their losses after nearly a decade, the U.S. DOJ announced on April 13, 2026 that they would be commencing an official remission process to allow certain eligible victims to recover some of their losses (for example there is $40 million in forfeited assets available). The deadline to file a remission claim is June 30, 2026.<h2>What the DOJ Is Actually Offering</h2>A dedicated website is being created specifically for this program to allow individuals that were victimized by OneCoin and have had money stolen to be compensated by the proceeds from forfeiture of OneCoin. To enable participation in the program, the DOJ has contracted<a href="https://www.cryptotimes.io/2026/04/14/doj-opens-onecoin-victim-claims-process-for-40m-in-forfeited-assets/" rel="noopener noreferrer" target="_blank"> </a>Kroll Settlement Administrators<a href="https://www.cryptotimes.io/2026/04/14/doj-opens-onecoin-victim-claims-process-for-40m-in-forfeited-assets/" rel="noopener noreferrer" target="_blank">,</a> to manage the distribution of funds. Therefore, any individuals that purchased OneCoin from 2014-2019 and suffered out-of-pocket losses will be eligible to file a Request for Participation against the forfeited assets. The program is no-cost to the filing party and does not require a lawyer to file the Request for Distribution. To file a Request for Distribution, the individual must provide required documents to qualify for the distribution, including proof of purchase, identification verifying the filing party's identity, evidence of the total amount of money invested, and total amounts withdrawn from the OneCoin account by the victim filing. The DOJ will thoroughly examine and review each request for distribution, and based on the total verified victim filings and the total amount of net losses for all verified victims, a final determination will be made relating to how much money will be distributed. This last thought warrants consideration. Worldwide, there are 3.5 million victims and only<a href="https://www.ccn.com/news/crypto/doj-opens-compensation-process-for-onecoin-victims-in-4b-crypto-fraud-case/" rel="noopener noreferrer" target="_blank"> </a>$40 million to be distributed. $40 million ÷ 3.5 million = $11.43 per victim. There are only 3.5 million victims worldwide. $40 million will only equal approximately $11.43 per victim if there were just one million American victims. The vast majority of victims are going to be very disappointed with the amount of recovery they receive from their losses. Generally speaking, Jay Clayton, the U.S. Attorney for the Southern District of New York, stated that "the funds are not going to be able to provide any form of justice," but rather "only be a partial recovery to all the victims of the scheme" because the losses incurred by the victims will therefore be equal to the value of their investments in addition to all the expenses based on the time that they have been investing their retirement funds in the fraudulent schemes. Therefore, no victim will receive full justice from their losses; because of the structure of the laws/procedures regarding possible returns that will be given to the victims.<h2>How OneCoin Worked — and Why It Was So Effective</h2>Founded by Ruja Ignatova in 2014, OneCoin was known as the new "killer" of Bitcoin; which had truly taken off just a few years earlier. The sales pitch was pretty straightforward – if you got in on the ground floor of OneCoin while there was still time, then you would be in position to become a millionaire long before everyone else figured it out. One of the main features of OneCoin's multi-level-marketing (MLM) structure was that those who invested in the early stages would be rewarded for bringing in additional investors. As long as you were bringing in new investors, then you were to continue to receive financial gain from your "investments." By the time many of the investors began to have serious questions about OneCoin — such as, why they did not have a public blockchain, and why it was so difficult to get money off of the OneCoin platform — billions of dollars had already changed hands. There were many reasons that this Internet-based fraud was able to last five years; one of the main reasons was due to the fact that most of the other legitimate Internet-based companies and investments were so confusing and less reputable than legitimate crypto investments at the time that many investors could not accurately separate between legitimate and illegitimate companies and investments. According to the FBI, when OneCoin started, the digital financial industry was just starting out and therefore many relatively cautious investors were confused as to which companies were legitimate or illegitimate. The confusion around the legitimacy of OneCoin was not coincidental; it was a deliberate aspect of the company.<h2>Where the Key Figures Stand Now</h2>In 2022, one of the longest penalties ever handed down to an individual in connection with a cryptocurrency fraud case was given to Karl Sebastian Greenwood, the co-founder of Ignatova, who was<a href="https://cryptoslate.com/onecoin-co-founder-karl-sebastian-greenwood-receives-20-year-prison-sentence/" rel="noopener noreferrer" target="_blank"> </a>jailed for 20 years in 2023. Other individuals have been found guilty of being complicit and were also found guilty of promoting and operating the case. Consequently, Ignatova continues to evade capture as she is still at large and has been missing since October 5, 2017. According to reports, she got on a private plane from Sofia to Athens after being notified that she had been indicted for wire fraud and mail fraud in the United States. As a result, the FBI has classified her as one of its most wanted fugitives.Similarly, Interpol has issued a red notice for her; thus far investigators have been unable to locate her. Thus, any seized assets that the Department of Justice has recovered represent only what was available at the time of the seizure from her operation without having the cooperation of Ignatova since she is still unaccounted for.<h2>The Broader Picture on Crypto Fraud Recovery</h2>The OneCoin compensation process is arriving against a worsening backdrop. FBI data from 2025 logged<a href="https://www.theblock.co/post/397134/fbi-says-crypto-related-fraud-losses-hit-record-11-4-billion-in-2025-with-seniors-bearing-the-brunt" rel="noopener noreferrer" target="_blank"> </a>181,565 crypto-related complaints — up 21% from the prior year.<a href="https://www.theblock.co/post/397134/fbi-says-crypto-related-fraud-losses-hit-record-11-4-billion-in-2025-with-seniors-bearing-the-brunt" rel="noopener noreferrer" target="_blank"> </a>Reported losses hit record levels. The infrastructure for defrauding people in crypto has not gone away; if anything it has gotten more sophisticated. The tools for recovering those losses remain years behind. Since 2000, the Justice Department's Asset Forfeiture Program has returned more than<a href="https://www.justice.gov/opa/pr/justice-department-surpasses-12-billion-compensation-crime-victims-2000" rel="noopener noreferrer" target="_blank"> </a>$12.5 billion to crime victims across all categories of fraud. That is a meaningful number, but it is also a number that covers a quarter century of cases. Recovery at scale is hard, slow, and almost always incomplete. If you lost money in OneCoin and have documentation to prove it, the window is open until June 30. It will not make you whole. Nothing will. But it is the only formal recovery path that exists right now, and it closes in ten weeks.
